A. Preliminary Approval of Wholly
Foreign-owned Projects
Letters of entrusting the Foreign Investment Service by foreign
investors; Project applications by the Foreign Investment Service;
Project proposals; Examination of environment protection.
B. Preliminary Approval of Equity Joint
Ventures and Contractual Joint Ventures
Project applications by Chinese partners; Duplicate copies of project
proposals; Letters of intent (or agreements) of equity joint ventures
or contractual joint ventures; Examination of project environment
protection;
C. Examination and Approval of feasibility
study reports and articles of association for Wholly Foreign Owned
Enterprises
Project applications by the Foreign Investment Service;
Project feasibility study reports; Articles of association and Purchase
(Certificates of Property rights) or rent contracts of factory buildings;
Application forms for the establishment of the wholly foreign-owned
enterprises; Duplicate copies of business licenses, and credit certificates
of foreign investors; Duplicate copies of balance sheets of foreign
investors in the last three years; Appointment certificates of directors
of foreign investors, lists of members of boards of directors with
their signatures; Name registration form of wholly foreign-owned
enterprises; Lists of import articles and the supporting technology,
components and spare parts; .Duplicate copies of legal representatives'
passports, and credentials of legal representatives of foreign investors.
D. Approval of Project Feasibility
Study Reports, Contracts and Articles of Association for the Equity
Joint Ventures
and Contracted Joint Ventures Applications by Chinese partners;
Project feasibility study reports; Contracts and articles of association
of equity joint ventures or contractual joint ventures; Purchase
(Certificates of Property rights) or rent contracts of factory buildings;
Duplicate copies of business licenses of parties to joint ventures,
passports of foreign legal representatives, and credentials of legal
representatives of parties to joint ventures, credit certificates
of foreign parties to joint ventures; List of members of boards
of directors with their signatures and appointment certificates
of directors from parties to joint ventures; Lists of import articles
and the supporting technology, components and spare parts; Name
registration confirmation of joint venture names.

name approval by Industry & Commerce AdministrationApproval

B. Projects Valued over US$ 30 Million
The project application handled by the relevant divisions and submitted
to the provincial MOFTEC Examined
by the provincial MOFTEC and submitted to the State MOFTEC
Approval
by the State MOFTEC and issue the Approval Certificate
Provided that the whole required documents are submitted, the preliminary
approval will be completed within 3 working days and the approval
of the feasibility study report, contract and article of association
will be completed within 4 working days.
